Berkeley County School District — Board of Education, April 30, 2019

- Approval of Agenda. Chair Wofford offered an amendment to remove Agenda Item 5B and move Agenda Item 6A to 6C. Ann Conder made a motion to approve the amended agenda, with second by Mac McQuillin. The Board voted unanimously to approve the amended agenda.Recorded
- Approval of Settlement Involving Pending and Filed Litigation. Chair Wofford again recognized the District's General Counsel, Josh Whitley. In addition to the funds Judge Young spoke about, Mr. Whitley announced the District will also receive approximately $700,000 in restitution on the federal charges. He noted that the District had filed lawsuits against several vendors because of the role the company played in the embezzlement. Mr. Whitley recommended the District accept the settlement offer from Hilltop Securities. In the matter of the Berkeley County School District versus Compass Municipal Advisors, Mike Gallagher, Brian Nurick, Frannie Heizer, Burr & Forman, Brantley Thomas and Hilltop Securities, David Barrow made a motion to approve a settlement as to the Defendant Hilltop Securities in the amount of $822,966.47 consistent with the resolution of approval that should be included in the minutes and to authorize the Chairwoman to execute a covenant not to sue by and between the Berkeley County School District and Hilltop Securities, Inc. Second by Ann Conder. Discussion was held. The Board voted unanimously to approve the motion.Recorded

- Guidelines re: Transportation for Attendance Line Implementation. Deon Jackson, Senior Associate Superintendent, provided a Powerpoint presentation regarding bus transportation in the Sangaree subdivision area in preparation for the change of attendance lines for the upcoming school year. He explained that 10 buses would be needed to provide transportation for rezoned the students. It would cost approximately $6,000 per bus to cover the mileage and would not be reimbursed by the state department. The total cost for the District to provide the transportation would be about $42,000.Recorded
- Superintendent's Report. Dr. Ingram spoke about the initial email sent out from his office regarding the decision to remain open on May 1. He apologized the email had offended some people, which prompted him to send out a second email today to clarify. He spoke about his past experiences as a teacher and explained the reasons the decision was made for the District to remain open. He recognized the members of Teacher Forum attending the meeting.Recorded
